Microsoft Windows CE Services Application Manager?

Tento di installare Microft Pocket Streets, ma il caricamento del programma di instalazione si blocca col seguente errore "We were not able to locate Microsoft Windows CE Services Application Manager. Please make sure that you have Windows CE Services installed and then try again". Come li trovo questi Microsoft Windows CE Services? ho provato anke sul sito della microsoft.
ps: il mio OS è WinXP
